Can two female garter snakes cohabitate?

My big one picks on the little one and starts fights over food. I feed them weekly. The last time the big one took the little one's head in her mouth and bit while fighting over the same minnow. Is this normal behavior? Should I separate them? They have been in the same aquarium for 3+years.
