Stubbed my toe over 3 weeks ago-still swollen-why?

i stubbed my little toe over 3 weeks ago-it's still swollen though there is only pain when pressure is put on it now.my othe rtoes are fine though and i cna move it so i am pretty sure it's not broken-whatg should i do?will it go down or what?x
