Is it possible to make a 35-lb single stage rocket that has a hybrid motor go to 100000ft in altitude?

My SAS II cl is creating a rocket that has to have a hybrid motor for safety reasons, and our goal is 35-lbs and 100000ft in altitude. All of my clmates believe that it is possible to achieve this with 1 stage, but I'm skeptical and believe that you would need 2 or more stages (especially with our lack of experience). What are your thoughts?
