With 206 download and 212 upload and a Intel duel core chip is this fast enough to stream videos .?

I have a new laptop and i am having problems running videos off the internet. I have received so many differnet answeres i do not know what to do. Toshiba says it is the connection speed by our IT person says that is plenty and i should call back. Any help will be greatly apprected
